My involvement in Information Management happened by chance.
I have been with the North Shore City Council since 1991 and in that time have held four management positions. My previous local government experience has included the CEO roles in three rural councils.
In my first position with North Shore, I was Area Manager for a large, fast-developing sector of the city. I became completely frustrated with the inadequate paper-based maps and plans that my staff had to use to satisfy the needs of customers. So, I began agitating for an improvement and, to cut a long story short, I was asked to take a secondment for two years to lead a project to improve the maps and plans used by the city council.
I had absolutely no knowledge of Geographic Information Systems (GIS) and, back in 1995, was not even computer literate. During researches, I became aware of computer mapping, i.e. GIS, and realised that this was the answer that I was looking for. To equip myself for the investigation and implementation of a suitable system for the council, I went back to university, a shock in itself since my last formal education had been my tertiary studies in accountancy in the 1970s.
After I had implemented the GIS solution, the Chief Executive of the day asked me to lead the IT team. This area of the council needed considerable development and, in 2000, I implemented a full facilities management partnership with an external organisation. At that time the IT team was just five people supporting a full-time staff of 550. The following year, I appointed the council's first Chief Information Officer.
Over the past five years, my focus has been on Information Management and the move of service delivery into e-channels. Some interesting developments have included
I have been involved on a number of committees and working parties developing standards in the e-space such as Interoperability standards. As a member of my council's senior management team, I report to the Chief Executive.
